My suggestion to kessomatt was to select a non-native resolution in his video card driver (such as 1680 x 1050, a 16:10 aspect resolution) and send that to the monitor with no video card scaling and no monitor scaling. For that particular resolution he should see black bars on ALL four sides...

redox, this is just a guess, but do you have your LCD vertical refresh rate set to 75 Hz? If so, try 60 Hz. My understanding is that when an LCD is set to 75 Hz it simply drops every fifth frame that the video card sends to the monitor. Your standard LCD can't actually display 75 Hz, so 60 Hz...

Great suggestion, but not as easy to do. The brick and mortar stores in Colorado all carry TN panels. I think you're lucky to ever see a VA panel. IPS? Never!

Sorry, but I can't definitely see your mottled strips. I'm viewing your photos on a high quality 21" CRT at 1600 x 1200 resolution. On the first photo the right third of the screen looks very slightly darker overall. That's not so evident in your second photo.
