What resolution are you playing at. There's a rumored refresh of the GTX-280 that will be 55mm. At the moment you will probably find the best deal at the GTX260 level. The new '216' versions are out and will probably drive the prices of the 'old' stock. Get the 260 is my advice.

No real easy way to do it that I could find. Download Hitachi;s HD tool...google burn the iso and boot from it. Then set AAM to 255 or the max possible. Restart and run HD tune again.. should be fine
