Good thing or a bad thing? And any idea if this re-release is going to be retroactive (IE free for current owners) or going to be charged?

So my question is, is this going to break all existing mods for Skyrim by doing this?
As a avid settlement builder I look forward to the incoming workshop DLCs. Marcy will be the prime test subject for Contraptions since she has a negative attitude that needs adjusting.
Nuka World has also piqued my interest as it appears to be story based. From the E3 showing it would seem there is another vault to explore which I am definitely looking forward to.
Back on Fallout...DLC looks okay but they are really pushing the "stuff" packs for Workshop. Starting to feel a bit like The Sims.
I purchased Fallout 4 due to several reasons...
I'm a long time player and modder of the Fallout Series. Fell in love with Fallout 1. Fallout 2 only increased the addiction. Fallout 3 was a complete game changer. Instead of turn-based we were now thrust into a world of FPS which greatly enhanced the series. Then came the DLC which only drew me in further. Fallout: New Vegas was no different. The main story and side stories were more than enough to keep me entertained for a over a thousand hours of gameplay.
When hints of Fallout 4 were let loose, whether intentional or not, I wanted to find as much information as possible to see if FO4 would be a appropriate addition to the series. When Bethesda showcased FO4 at E3 one year ago I was hooked with line and sinker. The tidbits of the story, as presented at E3, made me feel confident that FO4 would indeed fall in-line with the series. Pre-ordered FO4 and after playing for many hours since release ordered the Season Pass on November 15, 2015. I haven't been disappointed with the DLC Bethesda has released so far.
Automatron added options to either create new robots or modify existing robots with the only limit being my imagination. The story was of one which implementing well-armed robots in settlement defenses is, for all intrinsic purposes, a god send. I no longer have to worry whether or not a settlement can defend itself especially when there is an army of Sentry Bots and/or Assaultrons standing guard duty.
As a edumacated Redneck living on the edge of the Pacific Ocean, Far Harbor drew me in completely. The main story, the side quests, the environment and the faction stories were well crafted. I related to Far Harbor as the fishing industry in the area I live, albeit from a different enemy, are facing hardships in various forms. Far Harbor storylines, in a sense, related to real-life people who depend upon traveling the waters and catching whatever the can within limits they are bound by. Then again, the virtual world and physical world are two different entities.
As of this writing I currently have 1,948 hours invested into Fallout 4. To say I'm enjoying what Bethesda has provided is a definite understatement. I'm content with purchasing FO4 and Season Pass. FO4 has met my expectations and, in certain areas, surpassed what I expected.

Why do I have this feeling that all raiders are going to be dressed up like clowns, with bonus points for hitting them in the face to honk their noses?Nuka world updated

F4SE is updated and TheLich has updated Place Everywhere to 1.5.307. I can confirm the F4SE plugin works as intended.

That is disappointing but also surprises me. I felt the game has been a good success so assumed they would continue to put out more content for it. Maybe the numbers for the DLC so far haven't been as good as they hoped.I noticed in that interview Todd said that Nuka World would be the last DLC for FO4....

The bulk of it is True Storms, Photorealistic Commonwealth(using Kodachrome preset) and various 2K texture packs. I'll post the full list tonight when I get home from work.
