I think it is all down to how much space you want to save and what will be the GPU. In addition how much are you willing to spend. I got i5-760 in a Lian Li Q08 m-ITX build with HD6870. so it saves space and there are hardly any compromises made.
Point being, you can easily go i5 (SB or not)...

Only suggestion would be to get a faster, 1333Mhz RAM.
Also you should think about PW-IO4H515 IO ports for the case. That will add USB3 to your front panel. But I think it is not yet available.

Define and Arc minis look like the same case, just different outside panels. One for noise cancellation, one for cooling.
Not too fond of Core one, but it looks to be an entry model though.
500-600W is enough depending on the overclock.
I have the system in my sig running at stock on a 425W Enermax. Haven't done full CPU and GPU sintetic stress test to push the system, but in terms of gaming I have had no problems what so ever.
Corsair 650 should be a decent unit.
I would look into some other - older drivers, something from mid 2007, early 2008. That is when ATI stopped supporting AGP on their monthly releases. I had an AGP card back then, so I had to use like half a year old drivers by the end of it.

and use one of the bays to install card reader. Both come with PSU and support mATX if you want to have more choice of motherboards :) Plus they still look small enough.
When you say probably will have, does that mean that you will soon be building a new system, or you are thinking about puting an existing system in there?
On other note, will you be overclocking?
and are you willing to consider other choices. There are many cases with will be better at...

And with that system 400W is plenty. My system in sig is running on a 430W Enermax without any problems. So it is unlikly that you are underpowered.
You will be OK. Saw someone somewhere (SPCR? or here maybe) do it in Antec ISK300-65 case with 65W PSU. He did undervolt the CPU, but underclocking was involved from what I recall.
