I think the problem may have gone away. Not sure if it was reinstalling flash or tweaking the drivers but things seem to be working better now. Will have to do some more extensive testing when I get home from school.

So I installed the audio drivers recommended above and clocked my CPU up to 900MHZ, and the youtube videos are still really choppy. If the RAM I'm getting on Tuesday doesn't clear up the issue I'm going to try reinstalling the OS.

Do you need to do anything special to have the CPU running at 900MHZ? I thought it showed up as that in device manager. I'll have to check when I get home from work. I'll also need to change the audio drivers.

There's guides for installing XP on eeeusers.com. You are either going to boot from a flash drive or have to get an external CDROM drive in order to install XP. RAM install is as simple as opening the case and swapping out the memory.
