    Eye One Display 2 is currently the best one available. Uses the same sensor as the X-Rite Optix however lacks good implementation. The best would be X-Rite Optix (not manufactured anymore) but if you can find one that's your best bet.

    Hardware calibration is recommended for any premium LCD (VA/IPS). Use lagom, it will be fine.

    The 2407WFP used an S-PVA or AMVA (refer to the Dell Lottery, see 2407WFP) The 2407WFP-HC used an S-PVA strictly, it suffered from ghosting etc. Anyways will you notice a difference in quality, and is it worth it... You will. And Yes.
