Vega 64 missing pex rail?

Hi all!

I have a vega 64 card which has a problem with the 0.8v pex rail.
The inductor shows 0.00 ohms when probed.
I removed the mosfet, inductor and large capacitor, and the short only appears on the right pad of the inductor (closest to gpu).

My question is, is the core dead or possibly alive?
 
pcie 12v - ok
pcie 3.3v - ok
12v inductors 2x - ok
5v ldl 2x - ok
mem inductor - 17ohm
hbm mem - (34ohm) ok
Voltage injected - 0.8v at vcore - 2.5a+- stable

Problems
PEX inductor(13ohm) - 0ohm = fail
1.8v inductor - fail (1.3kohm) (0.13k ohm)
 
Strong possibilities include a short through the GPU die or PCB itself, but it could be something as simple as a cracked MLC cap.

Have you tried using isopropanol or a thermal camera to see if you can figure out where that 2.5A is going?
