It sounds like a flashed 9500 Pro. Thats exactly how my 9500 Pro was after flashing it. I bought a good Cooler for it and it's still running in my nephew's machine @ 325/300 with RivaTuner.

For $126.50 you can get a brand new 9800 Pro w/ a 256 bit interface. It's got 3 good reviews and I just bought 1 for a friends update and I rate it excellant also. It can't keep up with my X800XT but it plays all the games well.

I agree the heatsink may not be attached correctly, or the thermal compound is improperly applied or missing. You may also have the CPU fan attached to the wrong power header. If you have another fan from an old unit try it. Just looking it's hard to tell the difference between 100 rpm and 1500...
I'm a big Intel Fan. I love my P4 3.4C @ 4 Ghz. It totally rocks and I'm a multitasking fool. I'm planing on going dual core in the next few months but I'm leaning towards AMD. Not to consider AMD is just !!!!!!ish. I would recommend reading the reviews posted by Kyle a few weeks ago.
Actually, I think 5700 is way to low. My P4 3.4 is OC'd to 4 GHz but that won't impact 3DMark 2005 much. My spec's are all simular to yours with the exception of Video Cards. My X800XT scores 6701. ATi maybe a little faster but not a 1000 points.
3DMark 2001 isn't going to stress your card like 3DMark 2005 (newer feature add more heat). I use ATiTool but I don't think it will work for you. I use Prime95 for CPU and Memory stress testing. I would have to finish up with. Use your most demanding game. Play it for 20 minutes (or less) and...
It sounds odd, so here's a odd answer. Maybe the yellow fan wire (speed monitor) is broken, almost broken or a bad solder joint. The fan's power joint could be the same. Just because it's spinning it may not be enough to cool your heatsink.

The 875 chipset is gonna cost more. Asus and Abit both make good boards. I don't really know about either particular model but the Firewire is only good if your gonna use it. I've had Firewire for a couple of years now and I've never used it or enabled it in the Bios.
