these are rated at 53dba, they are not as loud as I though they would be for the amount of air they move full speed
they under volt very well also and push a good deal of air at 6v and are pretty quite at that
I personally have not run them on a rad but they have high cfm, high static pressure, undervolt well and are 38mm which are all things to look for in rad fans

it is them just covering themselves and taking in account overated/sub par PSU's i think
I've always found the eXtreme power supply calculator pretty useful to determine watts, but quality is important just as much
