Salvaged from old parts, my current VMware Home Lab consists of the following:

- 8GB RAM
- 60 GB SSD local datastore
- 3.5 TB NFS datastore served via FreeNAS
- 10/100/1000 NIC
FreeNAS 8.3.0

- 3 x 2TB SAMSUNG SATA II...
You would want to create a router/firewall VM with 2 NICs - one of them should be on the vswitch that has WAN access and one on the vswitch that has your Lab VMs. Your WAN on this gateway/firewall VM would probably be DHCP and then set the default route in your VMs or do DHCP.
I have a budget of $1500 total, I'm really only looking for good performance for the volume that I export via iSCSI as this will be for VMDKs. What do you suggest that fits that ball park in terms of budget?

This depends on the services that the server is hosting. You'll probably want to use the excluded files processes and excluded files & locations to fine tune the performance on the boxes.
At work we have a bunch of exclusions for servers depending on their role, excluding some application...
This can be done however you're going to have a hard time if you don't understand the underlying technologies at work here: ldap, sso, gina library, etc.
