Exactly. Also OEM nav / radio have a LOT of features disabled while the vehicle is moving and operating them while at a red light may still give you a ticket IF like in this case you slow everyone else down. That's because you're NOT paying attention which is kind of a requirement to drive.
Side note: it's illegal to touch a GPS while driving, that's the main reason why built-in GPS are disabled while moving.

- a mounted device (e.g. phone, GPS) as long as it is secure – not moving around while driving

A GPS isn't hand held. Neither is a tablet. But using them is still illegal while driving. You just don't like to be told not to do something that puts other people at high risk and is the leading cause of collisions in Ontario. If there is any conspiracy argument it might be that this issue is being driven by the insurance lobby who want to increase profits. Me? I'd rather see it as saving lives.

If you really believe that is what happens, you're just proving the whole notion of fake news. Tens of thousands of people have police interaction every day and a small fraction have any issues at all, usually from their own stupidity. God forbid the police actually enforce traffic laws .

This assumes you believe her story, that all she was doing was checking the time. Seems like a convenient excuse to me.
That being said, I don't have a problem with people checking their stuff at a red light. To me there should be exceptions to all these distraction laws if a vehicle isn't moving. If you are distracted in a moving vehicle you can kill people. If you are distracted in an idling vehicle, the worst you are going to do is inconvenience some ass who wants you to gun it as soon as the light turns green. I can live with the latter.

Hell after christmas parties I used to idle the car to not freeze my ass off, and to defrost the window while waiting for my driver. Am I a drink driver then?

They look for "operational control" as in you have the ability to move the vehicle. If you're in the driver's seat, you're a drunk driver. If you're in the back seat, you're not a drunk driver.

that is not the point. i didn't read the entire article because i'm not disabling my adblocker on that site, but i got enough of it to know that they were checking it while stopped at a light.
if they start giving out tickets for shit like this, they may as well completely remove car radios, GPS units, even air conditioning controls, hell, even looking over at your passenger while you're talking....because at that point, all of those could be used to create an instance of "distracted driving".

I got rear ended by someone because the person in front of me was "checking thier shit" at a red light which had turned green.
The person who hit me was remorseful but did not understand why I was just sitting there at a green light.

Bullshit fine, plain and simple. If you are stopped at a traffic light it isn't distracted anything. This is a gross misuse of the law.
This is bullshit, if you are on a public street you should be paying attention to driving. Sitting through a light because you were on the phone or running a light because you were on a phone, or drifting across lanes and/or hitting someone because you were on a phone. They are all the same thing, avoidable and dangerous incidents resulting from people not doing what they are supposed to be doing.
Honestly, at this point I would be for a law that allowed anyone that saw a phone in your hand while driving to beat the piss out of you.
