The Best

A 4890 or GTX 275 is perfect for you w/a 22" display, more than enough actually... A 4870 or GTX 260 can easily handle 1680x1050 to be honest, but the slightly faster 4890/275 gives you a lil' headroom and/or extra slightly more AA in a few tittles. The same cards could actually handle a 24" display (1920x1200) with some AA in most games. They're so close in performance I'd just go with the best price/bundle you can find, seeing as the insurance company is footing the bill I'd pay a couple bucks extra if needed to go with an XFX card (if going ATI) or an XFX/BFG/EVGA card (if going NV) so you get a nice warranty and good support down the road.
 
well, the best card should the the new Asus Mars GTX295, which is about $1700-$2000 and only 1000 made in the world. its for collectors tho. it is essentially 2 GTX285 in sli, not sure which model.
On the market, the best single GPU is a GTX285, there are a lot of different models out there, OC, OCX, SC, FTW, 1gb, 2gb. @_@ the best would be a GTX285 @700+ Mhz and 2GB memory.
 
Now that we really know what you're after, I agree it's either an XFX 4890 or an XFX/eVGA/BFG GTX 275. You won't go wrong either way. Both are more than enough GPU for a 22" 1680x1050 rig.

I'm biased towards the eVGA Superclocked 896MB GTX 275, for $235 after mail-in rebate. Just remember to register the card at evga.com or the lifetime warranty defaults to a 1-year warranty.

Anyway, staying "on topic", you're looking at the Asus Mars for a single card replacement. But not sure you're going to be able to get away with that so the GTX 295 is a good alternative. If you prefer single GPU cards, get the GTX 285. Given the criteria of the "orginal post" (didn't read the rest of the posts in detail), those are your main options. (I was considering mentioning the 4890, but it's not amongst "the best". Ditto 4870x2).

However, if your insurance does a lump sum compensation towards your whole system rather than a "one to one" replacement scheme, then you do NOT want the best, you simply want a cost-effective GPU like most people here, in which case there are dozens and dozens of threads about this. Here I'd really look at the 4890. Maybe the GTX 275. But that's a different topic.

Yeah they are doing a lump sum, why we kinda switched gears after i talked with them. They figured the value of my system at little over 2000 dollars. Which is my budget for a new one. My Optical drives seem to be ok, but right now i have a good one at about 1000 dollars. Thats for Mobo,processor,ram,video card. I have a brand new HX620 that i am going to use. I am hoping it will power the system. I dont see why not. I am going with a 4890 because my monitor is fine which is a 22" so i am going to keep the other 1000 or so for myself :p

Definitely worth the $220, I couldn't be happier with the frame rate increases. Far Cry 2 is now playing at max everything with 2x AA at 30-40 FPS on my main screen, which is a huge leap compared to struggling with medium settings and having random lag on my 8800GT. We'll see when Arma 2 is released in the US on friday and I'll give a better review. So far though, excellent buy! :)

i am still thinking of going with the XFX 4870 x2, its like in the High 300's but i know will be a beast of a card

If you have a Crossfire capable board a pair of 4890s would be not much more but a good bit faster.. In fact, if you get in on a couple of the deals running lately, it could theoretically be the same or less.

For my 22" LCD I only need one card to really run all the games i play....
 
I know that for my display a gtx280 should be plenty, but I had the bucks and got a good deal on a 2nd 280. I poped it in last night, and right away noticed richer colors and more detail. I'm very happy with my purchase. Based on that I would endorse the 2 x 4890 route, especially given the price of late. :)
