Here's my vote too!
Still illegal as that counts as "texting while stationary but not parked", since you are expected to be aware of your surroundings even at a stop light, should say an approaching emergency vehicle need you to move out of the way or something like that. Plus, its what causes road rage when the light turns green and three seconds later you're still not moving and then five cars that could have made it through are stuck at the light.

That's called impeding traffic. You can't text and drive even stationary in the middle of the road. I will honk at every fucker that texts. Some dumb fuck a couple months ago was texting and driving at 40 miles an hour in the middle of the city which I could clearly see he was scrolling Facebook.
The difference I see is one is very annoying, whereas the other is life threateningly dangerous.
That being said, sometimes people don't gun it the second the light turns green for other reasons, like spacing out in deep thought, or trying to queue up the next song on their stereo.

That, and if someone honks at me, it usually just triggers "spite mode", where I stop, block them, give them the finger for 30 seconds, and then drive off VERY slowly.
Someone once did this to me at a light before an onramp to a highway. This was before cellphones had texting, and I wasn't delayed very long at all, but apparently the person behind me didn't think I gunned it fast enough. I blocked him, gave him the finger, then slowly pulled out onto the highway. As luck had it a grandmother was just driving by at 50. I pulled alongside at like 51mph (just barely passing speed, so it was still legal) and then remembered I had seen a speed trap ahead earlier in the day, and strategically pulled over to let him pass before it.
Dude passed while honking and gunned it up to like 100mph, and then I passed him on the side of the road talking to the officer

If I was the president and if the train had been unable to stop in time and she had died, the train conductor would have been given a medal and all the help necessary to cope with the horrible event that unfolded in front of his eyes.
Darwins Law would be usable in court. If everything was perfectly clear that it was all the fault of the Darwin Candidate and that you tried your best but the person still died a dumb self-preventable death, you would receive a medal and all the help you needed to deal with seeing somebody die.
1-3 seconds is ok but cmon, count out loud to 5, it's a damn eternity! At a light which may have only 20 seconds of green in rush hour traffic, your absent mindedness compounds the cars behind you and potentially 50 people might not make it through, all because you had to click like that some dumb bitch is making cupcakes for her boyfriend that evening. Respect your fellow drivers, the world doesnt revolve around you. Put the damn phone down at all phases of driving unless necessary (gps, phone call, etc)
Neither the train's engineer nor the conductor, both of which would now be found in the engine(s) as cabooses have mostly been eliminated in North America, would not have been able to see her, because she did not walk out in front of the train.
She walked into the side of the train as it was passing by. Most of the articles are not making this clear, probably for clickbait reasons.

Not to mention, situational awareness is important at all times while driving, even when stopped. While I'm sitting at a red light, I'm always sizing the situation up: pedestrians, whether someone in an oncoming lane is looking to make a suicidal left turn into mine, how much and how fast cross traffic is approaching, etc. Just because your light turns green doesn't automatically mean it's safe to mash the gas pedal, which someone who uses their red light time to fuck around on their phone is apt to do.
When you're driving it's your responsibility to yourself and others to take that task seriously, which means you concentrate on driving to the exclusion of all else. I legitimately hate those who don'tthey are a danger to me and mine.
Someone badly needs to mash up a Beats "I'm the Man" commercial with a hipster texting on an iPhone while walking.
I can see it now ..
- Hipster person walking, listening to "I'm the Man" and texting. Gets hit by train.
- Camera zooms into engine and conductor is wearing Beats while listening to "Long Train Running".

Recently I was sitting at a red light and when it turned green and I started to move, some idiot staring at a cell phone stepped right out in front of me. He never looked up or paid attention to the light. I don't know if he was texting or what, but his attention was definitely not on where he was walking.
It's sad that so many people are addicted to their cell phones. I refuse to join their ranks.

If you get mad anytime someone honks at you, you might have a problem. And if you're getting honked at a lot, you are the problem.
Honking is supposed to be a tool used to alert others to danger. That is its only acceptable use. Not to rush other people.
Anyone tries to rush me in anything I do, I become defiant and instead make sure it takes MORE time.
That lady was obviously in "the zone". If she could turn that concentration towards something useful, she'd probably be amazing.

If a light turns green and you're fiddling with your phone and not going, I'll give my horn a tap to get your attention. Pay attention to the road and whats around you, not your phone, and people won't honk at you unless there is a danger.
When someone honks at me for being distracted and missing a green light, I wave in apology and go. It wasn't an angry honk, just one to get my attention that the light was green. Now, if it's HONK HONK HONK, GO MOTHER FUCKER! Then I'll purposely go a little slower. But, most of the time it's with good intentions to get your attention to something that you're missing.

I have occasionally glanced at my phone when stopped at a light, but it is rare, like when someone is sending me an address and I am already on the road or something.
But even if I were, the horn isn't there to express your annoyance at the fact that others are doing it or something else you disagree with. Its there to alert others of an impending accident or immediately dangerous situation.
