You're going to have to backtrack your actions.

Even with THIS game engine...and yeah, I know this is a reach...there's no reason that sort of thing should "just happen" without some cause.

Think back to the last time you saw that game working right. What was different vs now?

I updated Enhanced Blood from 1.5 to 1.6a.
I added Darkwater Crossing Expanded. - Disabled and loaded a save without it on and it did not fix the problem.
Updated 7K Better Whiterun - City Under Construction. - Disabled and made clean save, did not fix the problem.
Updated nvidia drivers.

I think that's it.

Edit: I redownloaded the house mod and that fixed the problem.

A good list. Some misc thoughts:
1. Install DLC HD Textures and then the fix before the others to create a HD base. You likely already know this.
2. Why no ENB? Your 670 can handle it well with many of the settings on. Bokeh, god rays, and real HDR are all lovely. :)
3. Install Vurt's Flora Overhaul: http://skyrim.nexusmods.com/downloads/file.php?id=141, then Lush Trees: http://skyrim.nexusmods.com/downloads/file.php?id=3385, then Lush Grass or Glorious Grass: http://skyrim.nexusmods.com/downloads/file.php?id=3288 & http://skyrim.nexusmods.com/downloads/file.php?id=9185. I prefer Glorious as it doesn't change the grass size.

My GTX 670 Vram is maxed out but no studdering. I think the HD foliage gave me a pretty large memory hit.

I tried ENB but it made my screen very grainy and blurry. i think it's a conflict with a texture pack. i might try it again later.

You may want to try SRO's low res version for some textures, such as landscape textures. I know that for the 2K Skyrim texture pack mod the low res version (1024x1024?) looks nearly identical to the high res version when it comes to landscape textures. Vurt's Flora mod does have a big difference between its low and regular res versions, especially with the pine needles.

A lot of ENB presets make the game look worse, IMO. I like Beautiful Skyrim - Unreal Cinema after a few small tweaks. :)

Yeah Beautiful SKyrim Unreal Cinema is the one I'm using. It's ok with bloom and DOF disabled, but very very dark at night.

Also, i didn't see in your list that mod which added grain to the very distant terrain to make it less bland looking, help it tie in with everything else (maybe it's no longer necessary?)

For instance, yesterday I turned logging on and played for 25 minutes and Burn Freeze Shock Effects created around 117,000 lines in the log. Perhaps it is something on my end but I do not know what would be doing it. I messaged the mod author about it so I'll provide an update when he replies.

Looks like I'll be making yet another character. Yipee!

No CK needed. Open up your Skyrim.ini and change:
[Papyrus]
bEnableLogging=0
bEnableTrace=0
bLoadDebugInformation=0

to:
[Papyrus]
bEnableLogging=1
bEnableTrace=1
bLoadDebugInformation=1

I hate the tutorial, redesigning my character, and having to level up to a decent level. Time to up my Uncapper values. And now I need to find my eggs again.
 

I used to use it but things would act up, namely missing interiors. He did use TESVSnip a little in the beginning so that may have done it. That, or another mod is conflicting weirdly.

Update on Burn Shock Freeze Effects:
Mod author was already aware of this problem and has fixed it. Expect an update to the mod soon that includes the fix. Hopefully this means I don't need a new character.

Update #2:
According to the author, the problem is not saved into the saved game file so pre-existing games are fine to use with the fix.

Maybe realistic lighting or a similar mod would work better for you. You can pair it with ENB effects, such as god rays, too.

If you find the below appealing I have the following installed

- Fimbulvinter ENB (DoF and bloom enabled) + Realistic Lighting w/ Customization (default settings)

A few other things that make everything look better in general

- Official HD pack
- Lush Trees and grass
- Solitude Parallax
- City Forest
- Enhanced Distant Terrain
- Dramatic Clouds
- Forcing AO through NVCP

I too originally did not like ENB but the one someone pointed out a preset to me (a few pages ago here) that is pretty close to the vanilla Skyrim look. Before that, I had a lot of trouble finding something that wasn't overly bright, but I did think the DoF is very well done in Skyrim. It was pretty bad in Oblivion from what I remember.

ENB does great work but it's a performance hog for me. I use FXAA Injector mostly with a little bit of Realistic Lighting.

How is this mod? I've really been looking for something to make combat better.
Skyrim really needs some good ole' Fallout injuries. Combat feels boring.

I have no clue as I now have modphobia as my game crashes so damn much despite only using a few mods. Anyways, you might want to give Locational Damage a look too: http://skyrim.nexusmods.com/mods/12615

I would've liked FO's injuries, locational damage, and dismemberment. It is a shame Bethesda did not include them, but, instead, we got a pitiful amount of diseases and the ability to chop heads off. Skyrim is great but it really could've used a few more months to flesh out the game. Hopefully DG and future DLC help bulk it out.

Will Dawnguard break mods when it comes out?

I imagine SKSE and ScriptDragon will need to be updated. Some other mods, like Uncapper, will probably need updating. Plus, if Bethesda changes vanilla stuff then that can cause problems with some existing mods until they are made compatible. For instance, when Bethesda patched the exp rate smithing gave, many mods that added weapons had to be adjusted so they didn't give the player ~50 levels in smithing per crafted weapon.

I'm itching for more skyrim, modded this time, and so am debating whether or not to wait for Dawnguard. Why is it being released on 360 first.. ugh

You'll have to wait close to 2 months for the PC version (and there isn't even an actual release date for it) so I suggest playing Skyrim now. And if a mod is severely incompatible with DG and the mod author has disappeared, then you can usually just deactivate it and keep on playing without problems. Of course, if it uses scripts then those can prove troublesome since they get saved into the save game file.

Seasons would be incredible, though as i slow down the day cycle, i'd have to make it short year lol

I think I found the source of my crashing: ugrids set to 7. That or a few mods that I've removed though it seems unlikely those would have been causing it.
