Alot of games let you do that. You can set the frame rate cap and the game would always keep the frame rate around that number. This allowed you to simply disable V-Sync and not experience tearing. Doom 3, Quake IV were two notable examples of this. I believe you could do it in Unreal Tournament 2004 as well.
EVGA precision tool has settings like that. 100hz with 50fps works very well for my 560ti 448 for gaming.
