You aren't writing complete sentences or using the correct words in many places on your long ass rambling paragraphs. I honestly can't pin down what you're trying to say, like here:
This goes back to your comment on why older AMD CPU products can go 220 watts or more on older nodes well because they were made to, you can still increase power draw if you stabilize the temperature of the chip and because of this don't need to increase voltage, better cooling is what is needed (doesn't work all the time because there are limits there too), Ryzen most likely will not be capable of that because it wasn't made to go that high because of node (which is well demonstrated with Pascal and Polaris on 14nm nodes) and its architecture, if it requires AIO to have base clocks of 4.0 ghz.
This is exactly where you said this node and architecture won't be able to sustain high power draws north of 95watts without exotic cooling (at an implied 1.35v since that's where you st).
You aren't even reading what I'm stating correctly, and I highly suspect English as a second language is a barrier here. Or wherever you are on the other side of the international date line failed to teach you effective writing skills.

voltage needs to be increased past 1.35? nope, I said no need to increase voltage, because if temp drops you have amps that you can up. I just didn't state amps.
So you thought I implied voltage needs to increase where in black and white now in red and conjunction with the blue statement shows I am not implying that at all, I stated the opposite of that, which you quoted my on, I stated no need to increase voltage because temperature will be dropping because of the AIO and because of the temps drop, power drops and it gives more head room for frequency by increasing amps.
There is no other reason for AIO solutions rumors for Ryzen they are there for one thing to maintain a certain amount temperature of the chip, and that has a direct relationship with making sure power draw is limited to a certain range.
Anytime any company has introduced "awesome" new coolers or AIO's or double slot cooling, have you seen those solutions not being needs?
Lets see FX series by nV, wraith cooler by AMD, AIO on FIji. Do you remember the P4 coolers, and how beefy they were on the extreme processors?
If you think that statement is incorrect, I can show you Intel chips and power draw and what temperature does to power draw, or can you find that information yourself?
