You might find keeping a bit of space (1 pci slot) between the blower and card allow it to draw more air in.
Hmmm, interesting idea, I'll have to do some calibrated palm of the hand testing on this. The theory behind it being so close, is that it kind of sucks air out of the video card helping the video card's fan. The port alignment isnt the best, but...? Gotta rip the machine apart this weekend for the move to watercooling, I'll test it out.

Thanks for letting us know this. Finally someone tried this out and got us an answer. I knew those slits must have been there for a point and not for decoration.
I have had a completely opposite result doing this....I think it depends on how your case airflow and other cards setup is.... http://www.hardforum.com/showthread.php?p=1030681775&posted=1#post1030681775
