Well at the very least you should've suggested the Mobile 2400+ and not the 2600+. They're essentially the same thing and he's a kid on a budget.
Still though, it wasn't bad advice. It was just given to the wrong person.
Remember though that to acheive a substantial and stable overclock you'll need to invest in a new cooling solution, ie. heatsink. Even after that though it'll still cost much less than a new 3200+ and could very well out perform it.

Bring down the console with the ~ key then hit either tab or \ so that you see a \. Then type r_displayinfo 1 and hit enter. Set it back to 0 to shut it off.
So that's "~tabr_displayinfo 1 enter" or "~\r_displayinfo 1 enter".
It's also my understanding that they're multiplier locked. That means the only way to oc an Athlon 64 system is to up the fsb which as Voltage more or less pointed out, forces more through the AGP and PCI slots which can cause stability issues.

In most sims you can increase the joystick's deadzone which is the area in which the joystick can move about without inputting a command. That'll get rid of drift. I don't know whether or not BF1942 has such a feature, but you might be able to adjust it through device manager.
Which version of Planescape Torment do you have, the original with box, manual, etc., or the two cd version that comes with SoulBringer? I see that SoulBringer is on the list. It's not a very good game and I'd be surprised if you bought it separately so I suspect that you have the 2cd version...

I was also wondering how it is that a heat sink could be considered a poor over clocker and yet a good cooler? If it cools well at stock voltages, why wouldn't it cool well at oc'ed voltages?
