    It's a transparent protective label; I've used to cover some sh1tty printed labels. As performance: it is recommended for harsh environmental conditions(think mines, or oil sands), and it survives, sticking; I've seen some after a few(~5) years in the field, and they done a wonderful job...

    According to the monitor specs, it supports 4k over HDMI 1.4a, which is 4k@30Hz. It is or it isn't included in FreeSync range - until official specs are out, anybody's guess is good, but it shows that the monitors are capable of 30Hz.

    If you don't look for a real silent build, you can mod an XBOX360 PSU, which I'm sure that you can get it for less, maybe even in your neighborhood; those PSU's are 130-200W, depending on model.

    Unless the fans are extremely high powered, I don't see any problems to power that build from that brick; as advice, I would use power bricks with class V or VI efficiency, which - indirectly - show you the quality of build.

    I would estimate that ANY Intel quad to be faster than the tested AMD APU, there's no competition. But the fairness would ask to level the playing field, otherwise anybody can point out (imaginary or real)bias.
