I think its a bug, I equipped the spell in my favorites menu then assigned it to a number from there. Just tap the button you assigned the spell to twice to equip on both hands.
Make sure the refresh rate he chose is the correct one. I had this problem also with my brothers computer because I didn't realize that the drop down options menu in game also listed the refresh rates.
