My thoughts on Atoms were that the chips were on the whole fine for what they were designed for. However manfacturers ruined their chances by hamstringing them in 1/2GB/HDD/low res screen machines.
When you can use a windows option cos the screen aint big enough...
When I upgraded some to 4GB or more and a 60GB SSD back in the day they performed fine, the low res screens still didnt help though...
Asrock made a line of Ion dual core Atom mini PCs that you could slap all the good stuff in and they had a little GeForce GPU in them. I sold a lot of those back around 2010-12. Some were still going strong till recently.
