Why's my proc so hot?!

I recently got an athlon xp 3000+, and my asus a7v333 is reporting 60c at idle. This morning when I left for work i checked the temp quickly and it said 67c!

My heatsink is a thermaltake silentboost ( http://www.frozencpu.com/cgi-bin/frozencpu/cpu-tta-15.html ), i'm using arctic silver ceramique, and i have 2 120mm fans blowing through a neatly organized case.

But here's the wierd thing - the heatsink does not feel hot when i touch it.

So what could i be doing wrong? Ive tried underclocking it as low as 100x13, and that only reduced the temp to 58c. I cant lower the voltage of the cpu, however (I can raise it a little but that doesnt really help here)
 
you got something not mounted correctly. remove the heatsink and make sure theres not stickers on the bottom of it or anything and make sure your seating the heatsink correctly and are getting full contact to the cpu.
 
There is a problem with the mounting of the heatsink. Either the heatsink is not clipped on correctly, there is too much or too little thermal paste on the CPU, or you forgot to clean off the thermal pad that came on the heatsink to begin with and mounted that on top of the AS. Check those things out and fix what is necesary.
 
the heatsink is making bad contact, which is why the heatsink is not getting hot.
 
I've seen a LOT of people having problems mounting this heatsink :confused: Mine was seated wrong at first too!

I reseated it with AS5 and it dropped ~10c off my processor. Redo the installation.
