just as the title states

stop: c000021a every time machine boots no matter what option you choose

safe mode
command prompt
debug
normal
last known config

Windows XP pro and I do not know what level it is at
 
Whatever you've done, you've screwed up the system bad. If Last Known Config doesn't fix it, time to nuke it.
 
yeah I got the system from a user and all of the MS fixes assume you can boot into the machine or at least reach the command prompt.......I told them last night I was going to wipe it....
 
that requires the machine to be bootable to at least the recovery console and per original post machine is NOT bootable. I am sure you read that before you posted it, right?

you didn't state you tried recovery console.
recovery console is not in the list of options you tried ;)

and recovery console doesn't even attempt to load Windows. It's essentially a DOS environment, so you wouldn't be dealing with any possible software issues.

and fwiw, recovery console generally isn't part of a default install.
Try booting off a Windows disc and selecting Recovery Console, which will bring you said CLI?
 
Replaced the registry file with an older version found in system volume information. Use a live cd like hiren to do it.
