Do you guys think a 250W PSU could run a Pentium 4 Extreme 3.4 Ghz (the old socket 478 one) and a Radeon X800 Pro (the AGP 4x/8x one and will be running at 4x).

other peripherals include

1 CD-ROM
1 CD-RW
1 HDD
1 Floppy

I have a very old PC laying around, and it spanks one of my friends computers, and his computer seems to support those old things, but im wondering if his current PSU can handle it.

I don't think so, but it depends on the PSU. Which PSU is it?
 
The CPU and GPU alone will do at least 200W, so you'll need at least a good quality 380W (seasonic or earthwatts).
 
Depending on the PSU. People's been housing Core 2 duo's and 8800GTs in their 250w shuttle PSU.

But don't take the risk...
 
More than likely it's an old 250W PSU. Therefore, hell no.

Modern 250W PSUs (like the ones found in Shuttles) can though.
