Another thing to consider is that article today about the PS3 supposedly being silent. Sure, there is the possibility that the Cell is really low power and doesnt need a fan. I really doubt that though.
I think it is more likely that Sony sacrificed the longevity and reliability of the system to generate good publicity about the system being so quiet. Not only that, but they plan on marketing the unit as Home Theater equipment as well as a gaming rig, so quiet operation is important there.
Bottom line, I think the PS3 will not have adequate cooling. Probably some crappy aluminum block for the heatsink and a really low RPM fan. Plus, I bet there is inadequate airflow over the actual CPU heatsink . Sorry.. I have always been disappointed with the thermal solutions in consoles.
