It is IMPOSSIBLE that EVERY SINGLE owner reports flickers with this card and NOT A SINGLE preview/review talked about it: OMFG it is a near constant issue: load a video-flicker, start ANY game- flicker, video on a webpage-flicker-not to mention the random flickers...
You're right, it is impossible. Every single owner is clearly not having flicker issues - just a handful. That is the way it always works. The people with problems (who are almost always a small minority) are the most vocal about it, which makes the problem appear far more widespread than it really is.
Over 2 months now for these 4800 series cards and still Nvidia style early 2007 vista quality drivers for them. I've seen some shit in my day but never like this. Half the features in 8.9 either don't work or cause major system failure. Even nvidia can't top that one.
I started with the 8.7s on my 4850 - zero problems. Tried the 8.8s - again, zero problems. My friends 9600GT, on the other hand, refuses to work. Artifacts, glitches, BSODs, the works. The card works fine in a different machine, and a different card works fine in his - the combo of the card + his system = chaos. Moral of the story being that the problems you are experiencing might not be the card or ATIs fault, necessarily, but some weird combination of hardware and drivers you specifically have - and nvidia has issues with the same thing.
