What's the cheapest software to, with REASONABLE quality (not WMM / Divx which utterly destroy my quality) change file format to mpeg4 and edit quality (reduce file size) that supports 1920x1080?

Thanks.

if you have a 64bit OS get the demo of premiere pro off adobe.com, it comes with a seperate program called media encoder (thats free to install on as many machines as you like for as long as you want) which will convert most video types to most others.
H264 is better than mpeg4 however for size/quality.

Most video codecs do fine given enough bitrate. But if you want the best, use x264. Handbrake is one of the more user-friendly programs that use it. BTW, there will be color information loss when using most codecs since they use YUV 4:2:0. If you captured video in lossless RGB, you can say goodbye to the vividness of the original.

if you use an ati video card, ati has a free video converter just download it here

-pick your OS, then scroll all the way down and download "avivo package"

Virtual dub.

Pretty much all my fraps videos go through it first. Splicing on Virtualdub has *ZERO* quality loss since it can splice videos together without re-encoding.

many programs can do what you asked for just fine, but recently when I tried to add some of these gameplay videos to youtube I only got 480p maximum viewing option though I followed the 720p specification but I’m not an expert here so maybe I missed something. eventually handbrake did it, those are the settings I used in it:
MP4 container 1280x720 Anamorphic non Deinterlace: fast video codec h264 Avg Bitrate: 2200 Audio Codec AAC (faac), stereo, 44.1, 160

AVIVO has piss poor quality, and is really only useful for benchmarking or maybe videos for portable media players.. x264 is the best encoder for what OP needs.

WMM and DiVX shouldn't 'utterly destroy' your quality unless you aren't encoding with a high enough bitrate, and in that case x.264 isn't going to help you much.

If all you want to do is a straight conversion of the AVI contained FPS1 encoded files into something else, then Virtualdub and the appropriate codecs would be the way to go. However if you want to add cross fades between multiple clips, titling, and other effects then you're going to need something like Premiere or Vegas.
