Check out this website that lets you see how your Fallout 4 character's stats look after assigning perks and allocating your initial 21 SPECIAL points.

I started a FO:NV character and then shortly after realized I needed to re-roll because I didn't realize the impact of some of the stats.

Definitely going to be looking into this because I plan on putting 100+ hours into my character.

Diplomatic and charismatic negotiator:

Strength: 2
Perception: 2
Endurance: 2
Charisma: 9
Intelligence: 9
Agility: 2
Luck: 2

I may adjust the charisma and intelligence traits down to 8 and invest the extra 2 points into perception and luck if I hear about many opportunities in-game to advance traits (perks, apparel, collectibles (bobblehead dolls or snow globes, for example), books, etc.).
 
character design is stressfull. what if I play for 40hrs and realize I suck at sneaking or wow that is a cool weapon, sucks I cant use it better than I can this stick I found? Or maybe everyone will hate me because I have the social skills of a bear but dammit I can hit one right between the eyes and a 1/4mile with a pistol.

so many decisions!?!

The awesome thing is there's no real level cap, so by the end you'll be able to wear/use everything. Perks can make certain things better too, and you keep on getting to pick them.

If you don't like the play style you've chosen at the outset, spend a few levels focusing on something else and you're really not behind at all. This is one of the big reasons I love Bethesda games.
 
Having never played a Fallout game, will it likely be possible to improve the 21 point SPECIAL baseline spread, or is that it for the whole game?

You gain points every level that can be used to level stats or raise perk levels ... there are numerous stat enhancing items and drugs
 
Stop posting and go grab Fallout 3 and New Vegas. ;)

I agree, and he should pick up the first couple of Fallout games while he's at it. He should refrain from playing or even ordering Fallout 4 until he's finished Fallout. Fallout 2, Fallout 3, and Fallout: New Vegas, in that order. By the time he's finished, a good chunk of the bugs in Fallout 4 should be fixed, and it might even be available in a GOTY edition and at a discounted price at that time.

I started a new game of New Vegas in late October, and am now almost finished with the main campaign.

At 40 hours you are still pretty early in the game. just start over then with your different choices.

3 and New Vegas had level caps, so you never were able to max everything out. Want to say pre DLC it was about level 40. then each DLC raised that by 10 till the last which might have removed it completely.
