EL Capitan AMD Super Computer

40 MEGAWATTS. I assume that's annual. Still that's more than some power plants can output. We really need a breakthrough here.

That would be the power draw. Because if you make that into 40MW/yr, that only translates to 4.5KW/hr, which is just large business furnace lol. So no that is likely 40MW/hr.

Similarly to how you see something like a 60W bulb, that means it consumes 60W while it is running. Same concept except its now 40MW

I was thinking that have to be the power draw as 40 MW per year for annual power consumption is extremely low by a couple of orders of magnitude.

Yea. Let's just focus on the power draw LOL
IMO, there isn't much else to say. It's the 3rd (?) of these planned exascale supercomputers?

We can speculate, I suppose. One is going to Intel (potential vaporware... Intel already got a stay of execution when 10nm failed). Two to AMD. Only real losses are for OpenPower, which is basically IBM + Nvidia/Mellanox, so far as major HW players are concerned. I don't know what IBM is going to do, since they have no real tangible plan, and they just stuck with their old Samsung/GF(exAMD)/IBM foundry alliance, except GF is a joke and IBM paid GF to take IBM's old poison pill foundries off of their hands. Nvidia might have a chance in hell of surviving the next HPC age if their ARM push materializes into anything, but that's an uphill fight, now that X86 actually has more than 1 vendor.
