Just google for fiber-optic lighting. The technology has been around for a long time, and they tend to use Halogen light sources for the intense central light. Of course, now that LEDs are increasing in strength and capability, there are systems out there that are LED-driven too. (Some pretty spiffy RGB systems, too).
Fiber can be had in a few varieties with the two major ones being sidelight and endlight. Sidelight fiber emits light omnidirectionally from its sides; they contain minor imperfections designed to scatter light instead of to retain it. Endlight fibers are near-perfect and contain no imperfections, allowing the light to bounce its way along inside the fiber until it comes out the end.
You could trim the whole desk in sidelight fiber and hook it up to an RGB LED driver and be able to accent your desk in any color you can imagine.
