Building a new budget PC for my 68 year old dad. He browses the web and uses photoshop to clean up pictures of his grandkids. That's about it.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Web browsing, Photoshop limited to minor modifications like cleaning up smudges and moving to black and white, etc.

2) What's your budget? Are tax and shipping included?
$450 max, but prefer to spend $300 if possible, tax and shipping included.

3) Which country do you live in? If the U.S, please tell us the state and city if possible.
Springfield, IL

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU, RAM, motherboard, case, power supply, video card

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Monitor, 3 TB Seagate 3.5" HDD, mouse, keyboard

6) Will you be overclocking?
Heck no.

7) What is the max resolution of your monitor? What size is it?
24", 1920 x 1080

8) When do you plan on building/buying the PC?
Next few weeks.

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
Onboard video would be nice to save money. Need USB 2.0, but that's it. No other features.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
Yes, Windows 7 64 bit

An i5 seems really overkill for web browsing and some minor Photoshopping.

Meh, it's not much more than a Core i3 so I figured why not?

Heh, well, I was thinking even a $40 Celeron would be fine. Certainly a Pentium would be fine. The cheapest Ivy Celeron is basically equal to a 3ghz Core2duo. That's still pretty quick other than for newer games.
