yup. there are a few posts around about it. most mobos are giving too much juice at default auto settings. my mobo was like that too with my 2600x, i set it to -.075.

I see a lot of people run their voltage on auto. I found a reddit post by AMD-Robert where he said you needed to run the CPU VDDP voltage at normal rather then auto for proper operation, at least for the 3000 series.
I changed mine from auto to normal and my boost clocks became significantly better.

Is "normal" a setting in BIOS?
 
I run a - .1v offset on my 3900x under a Noctua C14s. It gets a higher CB score with the offset in place. I’m guessing it’s sustaining higher all core with the lower temps. All other CPU settings are on default. Gaming boost clocks are always 4.2 or better on the cores being used.
