UPDATED
1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Some gaming, photoshop, and web browsing.
2) What's your budget? Are tax and shipping included?
~$200 to $300 w/shipping ideal. Can stretch beyond that if unrealistic.
3) Which country do you live in? If the U.S, please tell us the state and city if possible.
Utah, US.
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
Case, mobo, CPU, RAM, possibly PSU if mine is too old
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
2x VID VisionTek Radeon HD 4870 2.0 x16,
HDD Western Digital Caviar SE16 640GB 7200 RPM SATA 3.0Gb/s,
PSU CORSAIR CMPSU-450VX 450W,(Bought in 2011, used it for 2 years)
DVD drive Included
Windows 7
Have plenty of old mice and keyboards.
6) Will you be overclocking?
Not planning on it, but I'm not familiar with the risks or methods to do it.
7) 7) What is the max resolution of your monitor? What size is it?
DISPLAY VGA 17" Dell, but I may switch to a larger one later, or even hook up a 2nd monitor of the same size.
8) When do you plan on building/buying the PC?
Now
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
I don't know much about all Raids, or crossfire. But I think this would be ideal for crossfire, even though I don't know what it takes to make that work.
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
I have a legit Win7 64bit license.
Here's my old case
CAS Old Antec Case that I don't know model (it might be worth replacing this too)

Thanks in advance so much for any help!
