Well well turns out ATX 12v cable was just slightly loose. Now I get a BSOD when windows boots (win7-x64 installed on previous hardware) so will continue to troubleshoot including checking BIOS settings for power.
I only get a very brief flash of what looks like a zero (on the right digit) with a missing half of the left verticle line. There is no digit or letter on the left side.

The card idles at around 60C with the fan set to 82% so I do not think it is an overheating/fan issue. I do not have any additional cooling for the card and no overclocking has been performed.

If price was not an issue I'd go with the 6800gt but since the difference in performance is minimal, I went with the x800xl and saved +$200 CAN.
I had a similar problem with my 800xl, but in my case I would play battlefield 2 for about 30 minutes and my PC would simply turn off without any blue screen. I changed from a 300 watts (not generic) to a 450 watts (generic) and everything seems to be wroking well since.
Is BF2 your main concern ?
