LCD monitors have no flicker. If it's an old CRT, then it probably has a low refresh rate which means more noticable flicker. I'd try to arrange to try out an LCD for a while to see if it is worth it to you. (My personal opinion is that LCDs are noticably superior in that way. Only LCD...
my CRTs do that when the refresh rate is set too high. I suppose that would only be applicable to my old, crappy, $5 CRTs though?
Did you check dell's website?
Look through your motherboard specs to see if it is mentioned, or look on the motherboard for the ports. The sata ports look like this.
They're much smaller and nicer looking than the IDE ribbon cables, which is the only reason I can think of for someone to get a sata DVD burner at this...

I'd say get the cheapest pc possible. Dell has a $300 entry point. That would be fine for typing and internet. Any more you spend I say put towards your own interests, whatever they are.

The only thing AC or Koolance would be the chipset block, because nothing else will fit.

I think 2x to 3x for gb over 100mb is pretty realistic. I read somewhere that a guy got 400mb/s on his pc with gb, which would be more like 4x or a little more. It all depends on what you'll be using it for. For most purposes 100mb/s is plenty.
I think $110 is too much to pay for an 8-port...
