I would add to Daniels assessment that FP8 instructions significantly reduce frame time for high resolution and high refresh rate VR titles as well should you have an inclination to try VR.

The super IO chip is responsible for communicating to power on/off signal to the PSU so I'd say that chip has an issue and it's time for RMA. I don't think you bricked it by flashing the bios I think the issue was already there. Any physical damage near the super IO chip that you can see?
