I would try benching it with the marvell disabled in the bios and see what happens. At least you can eliminate it as the cause.
Also on the mshtml error, what version is the mshtml.dll file?

I have an issue on my Neo2 that if I change the CPU VID number it will not stick either with the 1.4 stock bios. However if I leave that alone on stock and just use the % over setting it seems to bump the voltage fine. Have you tried it at stock and then set like 13% over?
I think it is mostly luck of the draw. I have a BFG 6800GT like your previous one that will not go to 400/1100
395/1080 is the most I can get out of it. Sometimes life is brutal. I got a proc and board that will run like a scalded dog and a video card that wants to run stock.
I would highly recommend the A64 3000+
I am currently running 2.6 but have benched it at 2.7GHZ.
Need water cooling to leave it there though. Temps are a little higher than I'd like.

I have the neo2 platinum and have stability at 290FSB can boot and run windows and most apps at 300FSB with a 166 divider and Geil PC4000 at 2.75 volts. I think I can get it stable at 300 but for some reason my voltage will not go past 1.5. I think 1.55 will stabilize the CPU. Trying a new bios...
