I should have thought to have gotten something other than a Corsair psu but the selection at my Fry's isn't that amazing and I wouldn't think all Corsair's would do this. It now seems that the idle screech has possibly vanished and now I only hear it when I move the mouse.
I took my system out of the case and set it up on my desk to isolate the parts better and was able to confirm the noises were coming from my psu so I just went out and bought a new one(TX650) to see if that would fix it and I'm still getting the same problems.
