    Have you had the card for a while? My first guess would be that the cooler is clogged with dust. If it's a new card I'd say the heatsink is either not making good contact with the gpu or they didn't apply the TIM correctly. The only other thing that comes to mind is really poor case ventilation.

    Have you checked to see if the fan is working? You've don't list card temps, have you checked them after the flashing starts. It does sound like heat but it could also be bad power. Never trust bios/software voltage readings, always use a multimeter
