Can you use 2nd gen amd with a x570 board? and does 2nd gen amd support pci 4.0?

x570/B550 supports Ryzen 2000 series and 3000 series. It will support upcoming Zen 3 (4000 series) but will probably need a BIOS update. I believe it does not support 1000 series, but check motherboard CPU compatibility.

B450/x470 supports all Ryzen CPUs, but may require a BIOS update for Zen 2. At this point it will not support Zen 3, but there's a possibility (slim at this point) some motherboard makers will support Zen 3 with a BIOS update.

You need Zen 2 (3000 series) for PCIe 4.0 support.

so i can keep my 2990wx and just get a new board i have a asus x399-e now with twin 2080ti cards but i would like the pci 4.0 i use flight sims all the time so wanted the speed of pci 4.0 !! anyopne want a x399-e asus for 150 shipped!!!

Also like to hear some recommendations if u guys don't mind, if there was no budget what board would u pair with my cpu please?

There is no path besides a different x399 board for your cpu.
 
x570 is for ryzen not threadripper
ooooooohhhhh no wonder y i been so confused!!! lol sorry guys for the lack of tech knowledge !!! and thanks u cleared it up, so i guess there no pci 4.0 for my cpu, i got to change cpu and board to get 4.0 One more ? is it worth it for the 4.0 or just keep what i got till some bigger changes take effect? thanks

Unless you are doing something with a faster NVMe drive and need the extra speed, I wouldn't upgrade. I wouldn't upgrade just for video card support.
