The law is effective, period. If you're cataloged in NICS as a mental defective, it works 100% of the time. What you're saying is that people are not being cataloged as a mental defective as the sheriff failed to do with Cruz. That has nothing to do with the law. That has to do with people exercising discretion to decide if they want to get someone declared a mental defective.The law is clearly not effective enough or else these things would not keep on happening again and again.
