neither brightness nor balck levels are relative or subjective, both are measured in nits, a non-SI name for cd/m². 300 nits will hurt the eye if you sit close to the screeen, like, for example, using a PC monitor. going HDR will not change this [H]ard fact about SI definitions.
luminance dinamic ranges are relative, the so called HDR standards just add more steps to divide the available contrast. going 10000, 4000 2000 or 1000 nits does not help when one sits less than 2 feet from the screen. going from 0.05nits to less than 0.005 does.
