Not sure, Kinda dont' want to spend more than attached wishlist (1700)

4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.
I want an i7 build (don't want to invest in old platform) I'm coming from an AMD Athlon 2800+...time for an upgrade

Sure, want parts that will allow it, nothing crazy, probably just on air. Water system MIGHT be in the future, but no real plans.

2-24 inch wide screens, maybe add a second video card (el cheapo) later and add another

You want us to "rate" it or help you pick parts? I jumped from a 4400+ to a 920, feels great. I am no a 7800GT atm, 4870x2 coming very soon, but no lag what so ever under vista and cooliris.

Since you don't look like a die hard, go with a gigabyte mobo you can find them around 200. I have a Rampage 2 Extreme, it's great, everything I need and beyond.

Rams are coming down, OCZ and corsair are my top choices.

HD, get WD black, fast and quite.

Optical drive, use your old one. Oh, you don't have one? Get a bluray drive then!

I suggest getting two GTX260 and run them in SLi. If you don't game any card will be fine.
 
If you want speed, pickup two 30GB OCZ Vertex drives and run them in RAID0 for the OS/Apps/Games partition (if 60GB is enough space for all your games). I don't notice much difference between my system booting off of the WD6400AAKS vs the WD3000HLFS. However, there is a big difference between the WD6400AAKS and the WD1500ADFD. I'd ditch the VRaptor for the Vertex SSDs in RAID0.

I'd suggest avoiding SLI at 1920x1024. Though the benefits of it are more noticeable at that resolution, there are still single vidcards capable of providing the necessary GPU power, especially the dual GPU cards. I'd suggest a single dual-GPU vidcard over a dual vidcard setup -- less complicated, easier to configure, less headaches.
 
Besides what Enginurd said (I concur with him :)) I recommend ditching the over-priced RAM and pick up this similar performing set for $62 less:
$94 - G.Skill F3-12800CL9T-6GBNQ 3 x 2GB DDR3 1600 RAM
