* Will either of my cpu cooler options restrict me using all 4 memory slots ?

* How much of an impact on the overclock will upgrading to 16gb ram cause ?

* Are there any glaring problems or component conflicts with my above rig spec?

1) Yes depending on the RAM sticks you choose

2) Little to zilch. Since the RAM and CPU are no longer directly connected when overclicking a Sandy Bridge CPU, it makes very little difference how much or how fast that RAM is. As such, even with the CPU OC'd to 4.5Ghz, all you need is DDR3 1333 RAM. In addition, considering that the real world difference between DDR3 1600 and DDR3 1333 RAM is extremely little, you would honest not notice a difference between DDR3 1333 and DDR3 1600 RAM in most real world apps.

3) Don't use the the SATA 3.0Gbs ports on any socket LGA 1555 motherboard that much to avoid potential performance issues.
 
Regarding the PSU, I would suggest one that's modular, will save quite a bit of hassle with the cables. Maybe the Corsair HX instead?
