With current rig, is a GPU a worthy upgrade, or is it time for a new build?

Rig in sig.

Considering going to 1 or 2 980 Ti's.

Will the rest of my hardware bottleneck severely?

I'd highly recommend rebuilding. New Motherboard + M.2 SSD + 16GB+ of highspeed DDR4 and an overclocked i5 / i7 would do you a world of good.
 
I also would recommend rebuilding and updating. You are going to run into issues with SLI 980ti's, and most likely with a single 980ti.
 
New PC. Your platform is just old enough where the current Skylake platform is actually a cost-effective upgrade.
 
Yeah, You are one of, if not THE perfect candidate for a skylake upgrade. You'll see HUGE improvements.
 
Well if you are waiting you might as well wait for the 980ti 14nm / HBM Pascal replacements ;) , seriously though the 760 i5 to skylake will be a huge jump, and the 980ti is a fine card atm.
 
It wont bottleneck a single 980 Ti enough to notice, but it will greatly increase your gaming potential over those 660 Ti's in SLI. I don't think you'll need two 980 Ti's though. What is your gaming resolution and what games are you playing?
