Is there a proper and legit source for inexpensive windows 7 licences for use with virtual machines? The cheapest I've found is $100 for OEM license. Is there a license option for VM's that is more cost effective?
 
depends...how many? a VM is like a normal machine, license requirement is about the same
 
Look into a MS VDA agreement, its how you license virtual desktops on the MS platform
 
Win 7 Enterprise is the only edition that allows installation in a VM (as far as the licensing agreement is concerned). I don't think SA is required unless you are looking to utilize the MDOP stuff.
 
Thanks for the tips everyone. I called Microsoft and asked about the volume license, but they would not even offer it for less than 30 licenses. I thought the minumum used to be 5. Rep didnt mention any resrictions as far as use for VM, but they suggested I purchase retail licenses for each isntallation.

It looks like OEM license is still my best option. I did go here http://www.microsoft.com/licensing/mla/default.aspx and looked at other options. Site allows you to purchase a single Open license, I'm not sure what the advantages of an Open license are. but at $180 a pop its still more than OEM.
