Windows 7 Install Issue

I am having a weird issue where my keyboard and mouse are no longer available when I get to the windows install screen (The first screen where it wants you to choose some options). Tried 2 different disks and both have the same problem.

I just built a new computer (= so I'm not sure if it's a bios setting or something causing it. Using an ASRock Extreme4 mb and fastboot on win8. Going to see if turning off fastboot fixes it.
 
If they are a USB keyboard and mouse, go into the BIOS and make sure that USB is enabled.

Otherwise, try different USB ports or try a different mouse and keyboard.
 
In the BIOS (should be F2 key) there should be a voice about "Enable Legacy USB support" or something. Turn it on. Also check ASrock site for new BIOS.
