Can't replicate slowness issue here.

Running 1803 on whiskey lake CPU.

I don't think it's an issue for any build other than 1809.

For others trying, don't focus on the slowness part. Focus on the CPU utilization part. Open Task Manager and sort by CPU utilization. Then start righting clicking like crazy on any open spot on the desktop.
