Win7 Power Plans: Balanced vs High Performance

I started tinkering with this recently on my desktop. Are there any differences between balanced and high performance? So far I haven't really noticed any. Although... call me crazy, but my screen seems just a tad bit brighter when using high performance. My CPU seems to clock the same with both plans.

So yeah, do these power plans have any significance, or just a feature for laptops? Right now I'm scratching my head as to why they're even there because they seem practically identical.
 
You can set screen brightness as part of the power plans!

You can set stuff like drive idle switchoff times and USB power things. Also you can kind of use it to limit the CPU (though i've never tried that). I think on a desktop by default they are pretty much the same.
 
They can help lower your idle power consumption by allowing your system to shut down unnecessary components and downclock the CPU faster.

Other than that, there's not much of a difference.
 
These options mainly affect laptops but are integrated into desktops as it is a part of the OS. You probably won’t see any difference unless you manually changed the settings
