Win 7 Pro stuck at Black Screen during boot up

You know when Win 7 boots up, there is a second or so when there is a black screen, w/ just your mouse cursor, and then you are supposed to see the blue Welcome screen?

In the past 2 months, my computer is stuck at that black screen about 5 times, so about 5 times out of 60.

I've done a search on this, and they said it's a video card driver problem. So I've done a clean install on my Nvidia driver. No change. I downloaded the latest driver.

Has any1 come across the same problem?

i have run into that before, it was caused by a failing hdd.

If you have any USB devices plugged in, remove them and reboot.

I always have USB connected to the computer. Such as my mouse. And the thing is, I can't reboot. This cmoputer doesn't have the reboot button, and control alt delete doesn't work. so I have to shut down totally

Needless to say, the reboot works and I no longer see the black screen
